If you need to create the promotion exclusively for B.com, my advice is to create the promotion directly on the extranet page of B.com.

If you wish to create the promotion for the Booking Engine (direct reservations) and for B.com, you simply need to create the discount on Octorate from the section Booking Engine - Discounts - enter the required fields of the discount - after saving the discount, there will be added bottom left the section to activate the discount for the OTAs connected (only B.com, Airbnb, Expedia and VRBO accepts the discounts from Octorate).

IMPORTANT: Lately if you wish to delete the discount (on both Octorate and B.com), you have to switch on NO/OFF the field of B.com as well as deleting the discounts from the section Booking Engine - Discounts.
